02 Mai FGW: public and bilingual consultation on the FGW regulations for proof of grid connection conformity in accourdance with Regulation
Berlin, 2 May 2018 – Public and bilingual consultation on the FGW regulations for proof of grid connection conformity in accordance with Regulation (EU) 2016/631 of 14 April 2016 (Requirements for Generators, RfG)
For the first time, a public consultation procedure will be conducted in German and English on draft FGW Technical Guidelines TR 3, TR 4 and TR 8. The procedure is designed to promote more international cooperation and transparency through membership or meeting fees as an alternative to the procedure involving the receipt of drafts that has been practised to date.
The new European regulation on network codes, (EU) 2016/631 (NC RfG), and the new VDE-FNN application rules 4110, 4120 and 4130 mean that Technical Guidelines TR 3, TR 4 and TR 8 need to be adjusted. In addition, the certification requirement set out in TR 8 is, for the first time, set out in the main part, irrespective of the national structure of the network codes, and thus enables application throughout the entire scope of EU Regulation 2016/631. This means that, in addition to TR 8 annexes relating to 4110, 4120 and 4130, it is also possible to include network codes of other member states in additional annexes.
The three independent public consultations on the three guidelines will commence on 17 May 2018. The publication of TR 3 (Rev. 25) and TR 4 (Rev. 9) is scheduled for August 2018, with TR 8 (Rev. 9) scheduled for publication in December 2018.

The consultation will be conducted in accordance with the Extended Rules of Procedure of the Expert Committee for Electrical Characteristics (CEC) (Link).
Interested participants must register with FGW using the FGW shop prior to the completion of the commentary phase and must acknowledge both the General and the Extended Rules of Procedure of the Expert Committee for Electrical Characteristics (CEC), as well as the FGW compliance guidelines. This acknowledgement also includes, in particular, acknowledgement of the full assignment of exploitation rights relating to all content incorporated into the guidelines.
By paying the registration fee, participants acquire
1. the draft in question,
2. the right to participate in the consultation meetings that will be used to address the comments submitted
3. and the Technical Guideline itself, published following the conclusion of the revision cycle.
After registering, participants can comment on the draft document using a comments list that is provided. The consultation periods for the latest possible submission of comments can be found in the comments lists themselves, and have been planned for the following periods:
TR 3: 17 May – 29 June 2018
TR 4: 17 May – 29 June 2018
TR 8: 6 June – 3 July 2018
